The following are instructions for obtaining a New Jersey Firearms I.D. Card, Pistol Purchase Permit:
The Firearms Bureau handles all the applications for Firearms Identification Cards and Permits to Purchase Handguns. Please follow the directions below to apply for a Firearms ID Card or a Pistol Purchase Permit. A PDF version of the document can also be found attached at the bottom of this article.

FARS Application Procedures
Effective 12/22/22, Assembly No. A4769 raised the fees for a Firearms Purchaser Identification card to $50.00 and Permits to Purchase Handguns to $25.00 each. All fees must be paid by check or money order and are non-refundable.
- The firearms application process is now electronic. Please follow the below instructions for the Firearms Reporting System.
- This entire process is applicant-driven. Please be sure that all the information that you enter into the application is correct. Specifically phone numbers, email addresses, and ORI (NJ0022700).
- You will receive automated emails from the FARS system throughout the process.
- When deciding on how many permits you would like please take the following into consideration:
- One permit is needed for each handgun you wish to purchase ($2 each).
- You can only purchase 1 handgun every 30 days.
- Permits are only good for 90 days (90-day extensions can be granted under certain circumstances)
- After the process is over and you need an additional permit, you MUST complete the entire process again. Applications can not be modified to add additional permits.
- Step 1: Go to the website https://njportal.com/NJSP/fars if the link does not work please copy and paste it into a new browser window.
- Step 2: Click on the orange button that says “Online S.T.S 033 Form”.
- Step 3: Enter the ORI for the Hillsdale Police Department NJ0022700 then click “Continue” and complete the entire application process.
- Please advise the references that you list in the FARS system. The FARS system will automatically email them to complete the questionnaire. These questions are completed online, so your reference can answer them from any device with an Internet connection.
- Please print a copy of all documents for your records.
- Step 4: Proof of employment needs to be submitted to the Firearms Bureau. You may submit a letter on company letterhead from your employer, or a paystub (only salary information may be redacted). Your submission can be made by the following methods.
- Hand deliver (please enclose in a sealed envelope with your name and “firearms” on the envelope and deliver to the police desk)
- E-mail by scanning or taking a picture of the paystub and sending it to firearms@hillsdalepolice.com.
- Step 5: Upon the completion of your application and background investigation, you will be contacted via telephone or email as to the status of the application. All New Jersey Firearm Documents are provided electronically so an applicant will no longer be required to come into the Police Department to retrieve their paperwork.
Permit to carry instructions and application
Qualification Update: all current and perspective "Permit to Carry" holders should consult with the range used for qualification to ensure that their training is close to or surpasses the new standard. If not, re-qualification to meet the new standard must be completed by October of this year.
